Punishment is pointless. The hardened criminals aren't punished by our system, they're just removed from circulation for awhile. Going to prison is a bit of a badge of honor.
But yes, if the system were less burdened with valueless 'crimes' then it would run more smoothly.
Not as many as you think. Almost everyone speeds a certain amount now and the fines can be pretty steep even for those folks.
However, I will agree that for very direct cause and effect things like speeding there probably is some deterrent effect.
It doesn't really work for more serious crimes though. That's been proven (repeatedly) and it most definitely doesn't work for crimes of passion as those folks are already in a screwed up headspace and aren't thinking about consquences.
People are actually really bad at long term consequences. So bad at them in fact that the new credit card laws in the States are designed to reduce how effectively credit card lendors can take advantage of this known fact.

I am not against rehabilitation but punishment needs to be part of equalization as well. Part of the problem is the system is overwhelmed with drugs cases that really have no reason to be in prison. If the system was smaller it would be more manageable and more effective.

I'm sorry but that simply isn't true. Knowing the consequences does not stop everyone but it does stop mist from committing crimes. how many people would even follow the speed limit if there is no punishment.
