One welcome thing I read about the level scaling (which I also don't really like but in a true open world game it's difficult to avoid without gating the content) is that there's a partial compromise. I read that enemy levels scale with you, but once you enter a certain area like a dungeon, the enemy levels (scaled to you at that point) are locked. This means that if you find something too difficult in that dungeon, you can come back later. Sadly, I doubt that world areas are locked in a similar fashion, but I don't actually know.

What I'd like to see on top of that is maximum level scaling. By that I mean that each enemy type has a maximum level. It will scale with you up until it reaches that level, and then it will stop and you will outstrip it, making it easier and easier to beat that type of enemy. Something like a wolf could have a maximum level of 10, while something like a draugr could have a maximum level of 20, for example. Some enemies would have the same maximum level as you, meaning they will always be a challenge.

When combined with the way the world introduces random enemies only when you've reached a certain minimum level, I think that could be a good solution to reduce the frustration of always having tough fights against the same creatures no matter how much you level, while at the same time avoiding content gating. That would be my solution for the world at large, at any rate. In dungeons I would use the exact system they're using, which is scaling the level up to yours until you enter the dungeon, and then locking it so you can go get better if you want to. That keeps dungeons challenging no matter what, without making world travel a constant battle.
