NV didn't have scaling. Try walking down the road with Cazadores once you leave Goodsprings.

It didn't have scaling, at least to my knowledge. I don't think Obsidian likes the idea. Not sure about FO3... it's been a while.
The sword might be grateful to the forge fire, but never fond of it.
