Jamaica's dominance in both men's and women's sprint goes far beyond Bolt. Together with the US, they are the two superpowers - though other Caribbean nations like Trinidad and Tobago and the Bahamas also punch far above their normal weight in sprinting. And the large majority of those athletes are indeed black. Actual citizens of African countries are also represented of course, but not nearly as strongly.
The purges will continue until morale improves
