Reread the proposals listed in your other post. Several of them explicitly mention bills to be passed by Congress, and in basically all of them, new taxes are mentioned. A president still can't create new taxes by executive order. A president still can't decide to make major new expenditures except along the lines approved by Congress; just look at how hard Trump is struggling to redirect military funding to his border wall, with even reliable conservative Republicans like Thornberry saying he can't do that. Or look at the endless drama in the past decade over first Obamacare itself, then the various Republican attempts to dismantle it or parts of it. If the president had such magical powers by executive order as you suddenly pretend to believe, Obama would just have implemented the system without all the drama in Congress, then Trump would just have torn it down the same way.

Of course, there's quite some things he could do with executive orders that you/Greg/David Brooks might not like. But then how about you focus the discussion on those, instead of calling me 'tedious' for pointing out the simple fact that it's going to be Congress which decides about new taxes or such radical reorganizations of the healthcare system.
