And for the second reason you mentioned. It's not that it is always bad, because most of the time, the Voice Actors are pretty competent with tone and inflection.
For me, and this includes Death Note, the Voice Actors don't MATCH the characters.
The most glaring example of this (probably because it is my favorite Anime still) is Rorouni Kenshin. Himura's voice in the Japanese matches the character so well, but the American version is so off that I simply cannot watch it.
