Why should Tuon split her forces now? In TGS, she also considers that the Westlands are the priority, not Seanchan. Besides that, according to RJ the reconquest of Seanchan through Tuon & Mat would have occured 5-10 years after the conclusion of the main series. This suggests that Tuon won't care much about Seanchan at the moment.
