That Slayer basically killed Asmo with a poisoned bolt in Caemlyn, so that Asmo was defenseless and would be dead in a few moments, but he took his body to TAR to actually give his last breath there. I think that Slayer was ordered to let the corpse vanish.
IMO, the DO has a harder time to transmigrate people who die in TAR (except if they are closely linked to him), because TAR, which is also the "waiting room" of the Heroes, is in a way closer to the "soul pool", which the DO can't access at all.
