Yes.

Jordan said it wasn't the fact he betrayed that made Shai'tan decide not to bring Asmodean back (he didn't order him killed either, by the way, that's also confirmed) - he lied to Demandred, in other words. He didn't bring him back because he couldn't seize his soul, and why's that? Because of two factors: how and where he died. He specified it's not one or the other but the combination of the two factors.

Nothing says that's not the same factors that made it impossible to bring back Be'lal, incidentally.

The other factor we know about that could prevent transmigration was Mashadar. Jordan once said Mashadar got Sammael's soul - that Sammael is "toast".

If we can figure this out at all (I'm not 100% sure we can), then it points to a very small amount of balefire combined with the fact Asmodean was killed too far away from SG - both factors combined didn't leave time enough for Shai'tan to seize his soul. We know distance from SG is a factor in other things related to Shai'tan, but whether it affects his ability to seize souls is speculative.

TAR isn't a "where" factor as such, as Ishamael was killed there and his soul was secured. IRRC, Etzel suggested a mysterious power or weapon of Slayer that prevented Shai'tan from seizing the soul because Slayer also brought Asmodean in TAR to kill him (which IMO is plainly contradicted by the text itself: Asmodean clearly died right where he was, seconds after he opened the door). What's special about Caemlyn? Nothing that makes sense. But it's far from SG, which it itself isn't a factor as Ishamael also died far from SG (though the fact he was in TAR could be relevant and have helped). We still don't know where Lanfear died or how (but RJ implied Shai'tan's powers could be greater in Finnlands, as he said calling his name there would be far worse than doing it in the human world), and the other two transmigrated Forsaken did die where Shai'tan's powers are stronger (ie: in the middle of the Blight). So distance from SG in the human world could be a factor, at least when the window of opportunity has been reduced to almost nothing. Nothing is too conclusive, but there's no evidence to rule this out either.
