What BS said was to make a vague, general statements with loopholes big enough for an elephane. He chose not to answer the question about the permission at all, and only made a statement about what Semirhage thought, which any reader could also make.
He used the word "generally" which pretty much means it is possible to use TP without permission in some obscure way but this is not normal operating behaviour for TP. However, whether that means Moridin/Rand link or not is anyones guess at this point. It is certainly one possible interpretation however.
Your intepretion is that BS had in mind that Rand can steal TP from Mordin, instead of direct granting from the DO. If he had that in mind, why would he bother to make clarifications? What BS said was, both are possible, and I am not telling the readership which theory is impossible, so argue all you want, and when the next books come out, you will see. Basically a longer version of RAFO.
I don't actually have any particular belief in either theory. _Both_ are possible. Which is actually my point. Infact I think I have actually argued for the possibility of the DO-wanted-Rand-Corrupted theory too. As I said, either could be the case.
This provides no evidence in settling on this issue. If you think Rand did it through Mordin, it is fine. But this does not strengthen your case at all.
I have no case beyond fun speculation, which is all anyone has at this point.
