I think it's more credible that Myrddraals are behind the Shadow's eyes than that a True Power channelers are.

Plus, Graendal tells us that the this particular weave is very easy to use on rats and ravens, for some reason. We don't know the full effect on the weave on them, but we can speculate that one Forsaken can easily manipulate tons of rats if he/she wanted.

As for what Uno told us - it maybe true, maybe not, since Uno has no idea about strength of Forsaken and what they can do.
