The three oaths are, "To speak no word that is not true, to make no weapon for one man to kill another, and never to use the One Power as a weapon, except against Shadowspawn, to save her own life or her Warder's, or the life of another sister."
The oaths are quite literal; a gateway is not a weapon, therefore she can form one just fine. The oath does not forbid indirectly causing death with the power. Even tying a person up with the power to then kill them with steel weapons has not been forbidden by the oath.
Not to mention we've already seen how little integrity most Aes Sedai have when it comes to finding ways to weasel out of their oaths. The first one is the easiest to get around, but the second and third are nearly as weak.

Travelling yes, Deathgates no. The key phrase in the oath is "AS A WEAPON" and standard gateways are not weapons, unless specifically used as one i.e. open on e directly on top of someone to cut them in half, which an AS would not be able to do. The key however is perception, IF Elida was to convince herself that a gateway was, unto itself, a weapon she would be able unable to make the weave without fear of death, however simple refusal has the same effect. The key is that Elida is strong but brittle and her will shall be completely crushed by the Seanchean in very short order. She would be giving them Traveling and everything else within a week of capture.
