Yeah, it COULD have been an Accepted who saw the Travelling weave. It didnt HAVE to be Elaida (or any Aes Sedai) who knew the weave was going to cause death.
Explain the actions of Perrin's Aes Sedai in ToM. The weave Perrin asked them to do was NOT going to cause any direct deaths, yet they refused saying they could not help.
