Where exactly in the books is stated that laws apply equally to everyone in the Seanchan Empire? My impression is that the Blood had quite a few privileges in this respect. True, they have no immunity against the Seekers, but that's because the Empress wants to keep them in check.
One example of their special status is that "no one may spill a drop of blood from one who is of the Blood", according to the Guide, including the Seekers. If a commoner looks into the eyes of someone of the Blood, he gets beaten as a matter of course and that's OK according to the law as far as we know.
