In a system where the defining criteria for achieving that position is that your parents were the previous rulers, or that you married the current ruler.


That was not the case with Malkier, though.

Fairheart was a hero almost as well loved as al'Akir himself, and one of the Great Lords, but when the Great Lords had cast the rods for king, only two separated him from Akir, and he never forgot that two men laying a different color on the Crowning Stone would have set him on the throne instead.

Tarabon's King and Panarch are also elected by an Assembly of Lords, and they have split duties:

She controls the Civil Watch and the courts, except for the High Court, which is the king's. The army is his, of course, except for the Panarch's Legion."

I don't think the system is necessarily a bad one, and at least there is some attempt to ensure that the throne is passed on to a competent ruler--unlike most of the other countries where it's the King or Queen's oldest child who inherits the title. If Andor had Kings, Gawyn would have ruled Andor.
