That pretty much leaves Semirhage acting on Moridin's orders or Moridin himself.

I still think it was Fain.

Or at least, that it could have been...most of the arguments I've seen against this idea have been frustratingly bad. But the illusion of Sammael is a weak part, assuming that Moridin was being truthful about that...
