There are in fact a lot of indications that Moghedien is significantly weaker than the other female Forsaken.

To name a few:

Moghedien and Nynaeve are exactly equal in strength at a time when Nynaeve is still far from her full potential. And yet, it has been confirmed to us that at full potential, Nynaeve and Semirhage will be virtually equal in strength.

This means that the difference between Nynaeve's partial strength at the time when she is still blocked and untrained in Book 4, and Nynaeve's full potential, which still had not reached as late as Book 7 or 8, is equal to the difference between Moghedien and Semirhage.

Furthermore, we know that above Nynaeve's ful potential strength, you still have Alivia who is considerably stronger than Nynaeve, as well as Sharina.

It is therefore clear that there is a big gap from Moghedien to Semirhage's level, and then a somewhat significant gap from Semirhage's to Lanfear's level.
