It is obvious that if Nynaeve is not even at her full strength in Winter's Heart yet, then she must have been very far removed from her full strength when she matched Moghedien back in Shadow Rising.
That is not true at all. Women grow in strength steadily, and Nynaeve and Elayne haven't been forced to the extent Egwene has. Which means, even with a few jumps, Nynaeve's strength need not have risen all that much in the few months between tSR and WH. It just seems like a long time because the books came out less than once a year, but the real time difference between these two books isn't all that great.
