There were 12 major groups that began discussions of unification as early as 47 AB. It also states there were several less influential factions. But the White Tower wasn't completed until 209 AB and the unification of the AS took decades after that. Women were Stilled and others force assimilated during this time (inculding women who lead some of the original factions). Any woman who may have survived the Breakng, or who may have been trained by an AoL woman would have been very old by the time the Tower really became a truly unified organization. Most of what you have discussed is directly discussed in the BWB section "the World Since The Breaking: Formation of the White Tower" in my US hard copy it starts on page 89/ Chapter 9.
