It's almost certainly an affirmation that the DO still touches Rand's mind. There is no way of knowing how long Rand can hold off the madness Nynaeve has seen on him mind.

It was after Nynaeve's debriefing that Egwene made positive statements about Rand having changed for the better. Which is why this blurb comment seems weird.
