Remember when he proposed the radical idea of killing one of the Forsaken, and thought that because an Aiel army 1/3 the size of his own took on a dozen nations without losing, he might somehow be capable of fighting two countries at once? She thought that was madness, too.

Yes, because of the huge loss of life that would entail, and based on how the nations previously reacted to an Aiel invasion.
