Don't forget ter'angreal aren't mythical gizmos to the Chosen... it's just technology. It's quite possible Cyndane in particular would know how this ter'angreal work and how to alter its programming.
Some really weird things happened to Aviendha (Nakomi not the least...), and it's not possible to discount for now they were the Shadow's work, not when the future Aviendha saw basically told them following Rand meant their doom.
If it's the Shadow's work, it basically misjudged the possibility Aviendha's response could be to bring the Aiel to stop being warriors... We know this is a possibility, but few of the characters, Shadow included, would even consider this.
Nakomi could certainly have been the work of the Shadow, but we witnessed Aviendha change the polarity of the ter'angreal first hand in the story line. While it is certainly possible that Cyndane or one of the others may know what the ter'angreal was meant for, I doubt they would have tried to mess with it. That would be like trying to fly an airplane because you know what it is and have driven a car.
