We have seen non-AS darkfriends who made the Oaths frivolously and then saw that it did indeed bind them in ways they didn't expect.

Yep, but the AS at least should know better. They have more expertise with the Shadow, they've all probably faced Trollocs and Myrddraal in the test for shawl, for instance. Most DFs will not have, perhaps didn't even really believe that the DO existed.
Secondly, there were evil women just like in any culture and the BA allowed them to perform evil deeds like torture, murder and compulsion.

I still find it incongruous that with those numbers, roughly every fifth sister was BA. And really, with 2 000 years to organize and sisters from every single Ajah working together (if forced, I'm sure they were adept backstabbers), I'm amazed that not every single Amyrlin and Sitter was Black.
Finally, many of them were threatened or coerced to turn or die.
