In my original post I said that stilling requires a channeler capable of precision weaving i.e. razor sharp flows. There is no evidence that a channeler weaker than Egwene or Elayne can pull off such deft weaves (and there are many quotes available on this issue), and thus Moiraine couldn't either.

However, I think it's a strength thing too. In my opinion you have to be able to destroy another channeler's conduit to the Source. Therefore I don't think someone like Moiraine could still another channeler, unless that channeler was Morgase or Sorilea, and maybe not even then. Very strong channelers like Egwene and Nynaeve can make razor sharp shields backed up with a lot of saidar, so that when they hit you they just rip into your connection to the Source, and leave you ruined forever.
It seemed pretty clear you were talking about strength. Hence the confusion.
From Nynaeve's PoV in TSR it shows that it is a very sharp shield which permanently destroys your ability to channel. Egwene describes hers as a powerful and sharp shield too when she stills Amico. It doesn't require channeling... it merely requires a powerful channeler who is capable of precision weaving.
For me strength and precision weaving go hand in hand.
