It would be ridiculous if Tuon's most formidable damane is weaker than the basically "Joe Random damane" Alivia.

But this is a personal retinue. It makes more sense, with the way the Seanchan view things, that the strongest damane would be at the frontlines, rather than making fireworks for the nobility.

Its like saying the best Senachan assassin is the one who protects Tuon. But we know that Selucia will not hold a candle to the Bloodknives. And they're used only for front of the line battles.
