This point kind of goes against what you are saying though. Nynaeve should never have been able to shield Moghedien or Talaan, not be unable to shield Elayne!
I too have been frustrated by this passage. I contribute this to the characters' mistaken assumptions. I think it was RJ showing us that the characters do not know everything. Alternatively, at the time of this statement it could have been true, but not true now?
Also, don't forget that Nynaeve is held by the two black ajah in Ebou Dar, but once she breaks free, she evenly matches against the two. That says a lot about how strong Nynaeve was at the time.
And Semirhage (who is obviously at full strength) is held by 3, one of which is Daigian! Nesune is fairly strong, but who knows about Corele (I think she's probably somewhere in Verin area as she Beldien and Flinn held of Demandred). I'm thinking the 3 holding Semirhage combined aren't that much stronger linked than Ispan and Falion were linked.
