While this cannot be ruled out, of course, I fail to see how this makes sense. What would be the cause for a random number like 10 units being lost from all women's strengths when Healed by another woman? I can see a percentage being lost, not a set amount.
IMO it's more likely that it's a set value. The Healer creates a new conduit out of saidin or saidar. If it is opposite to the Power they channel, the two repel one another and original strength is maintained. If the same Power is used then the two mingle, and some of the saidar siphons off and is wasted. It's a very similar concept to the cleansing I think.
If 10 units are always lost, what happens when a woman of strength 10 or less is Healed?
I guess she'd become like Morgase, or negligibly strong. Even with your theory, what would happen is Morgase is Healed... would she still sense the Source even?
