The implication is that if Lanfear was transmigrated after she had burned out, she would still need healing.
If her soul and been reborn into the pattern, it would have been different.
This is the first I have seen this. It surprises me. In my mind, being burned out/stilled is an injury to the body. For this to be true, it must be an injury to the soul. I don't know that it is significant to the story, but this implies that people reborn after suffering this kind of injury would be unable to channel without healing. If this is not the case, then I don't believe it makes any sense.
