there is nothing that says they can't form the weaves involved. Elayne can't Heal more than a bruise either, but she can make the weaves! Does any of that make them somehow less strong in the power? Why shouldn't Traveling be the same? It's a Talent, meaning there is more to it than just being able to make the weave work.
Do you have a quote supporting your theory that Traveling somehow is the ONE area in the OP that doesn't follow these general guidelines?
Rand can make a maximum of a 4x4 Gateway, nothing says he's even using his full strength to do it! Your system is based entirely on Logain telling Rand he knew Rand was stronger because he saw that Rand could make a bigger Gateway. He could also FEEL that Rand was holding more of the OP than he could.
