We don't actually know this for certain. BS has implied in his comments during the signings that there may be a way to use the TP even without the permission of the DO.

Using Moridin as a "relay" might qualify. In that case Moridin had a permission, and Rand essentially used the TP through Moridin. So Rand might not have had permission, but Moridin did and thanks to the strange link they share, that was enough.

In this case if Moridin lost the permission to use the TP, Rand would too.
