Because Brandon talks about Elza's compulsion and mentions something about retrieving the domination bands. IIRC, he makes it seem that she (Elza) did it, though the wording might not have been that definite.

That said, I also noticed this clue (Cadsuane notes that Sorilea can learn weaves very easily, then almost straight away goes to show her how the wards on the box work).


Elza certainly did the retrieving, but that doesn't explain how she knew where to find the Domination Bands, only Bair of Sorilea could have told her that.
