Brown v. BoE limited the discrimination public entities could engage in and did away with the doctrine of separate but equal. It did not have an effect on private entities. Public schools were desegregated. Public pools were desegregated. Public busses and trains had their seats integrated.
But subsequent laws and SC decisions overruled the right of privately owned "public accommodation" - restaurants, hotels, and the like - to remain segregated as well. See Heart of Atlanta Motel v. United States and Katzenbach v. McClung - the SC ruled unanimously that the motel and restaurant respectively could not refuse service to black customers. (And yes, I just looked those up on Wikipedia.

I was Phelix on wotmania, I will always be Phelix in the "real" world, and now I am Phelix on RAFO.
