Not that I think they would be silly enough anyway, but this makes it even less likely. I would react in exactly the same way. Banks often forget their place: as long as we're in the black, it's them that owe us money.
Too many people do not understand how banks work, that banks do not simply stuff account holders money in a mattress and sit on it until people ask them to return some of it: They invest their account holders money and earn interest on those investments. Why should people pay fees for the "privilege" of letting someone else turn a profit with their money? It may not work in healthcare, but this is one area where fee-for-service charging is a good idea.
