WE always do, at least, I always yield to peds when making a right on red (or any other time, since they always have the right of way,) and have frequently jogged through a pedestrian crossing because I saw someone waiting to make a right on red. The rule for right on red is that one can only turn if the way is clear: Turning into a pedestrian is no more legal than turning into a parked car, or a lamp post. I cannot say I have ever seen anyone cited for blowing past a pedestrian during a right on red, but also cannot recall seeing anyone do that (though it surely happens occasionally.) However, while I have also never driven in France or Italy, people I know who have consistently say the locals tend to treat traffic regulations as more suggestions than laws.
