There are millions of 15 round clips out there and it would impossible to make them illegal. I think that we should spend more money on mental health but not because it will cut down gun violence.

but in canada they have limits on magazine capacity, and people still own and use guns, and the law is pretty well enforced from what i understand. the main thrust of capacity laws is to prevent mass shootings from being quite so deadly, as the thought is fewer shots means more reloading time. but overall, i highly doubt the capacity bill is going to be as easy to pass as expansion of background checks, so this one may be dead in the water as well...
