How are maintenance type issues dealt with for the garden if there's common ownership? That may be a place to start if there are concerns.
Has planning permission for the door been granted - if not make sure you watch for it coming up and lodge objections on the grounds you detail here.
Or get someone large and well armed to put the frighteners on the owner. Obviously.
