It could certainly be argued that Europe's exploitation of Africa did more damage and is causing more harm than what America did to the African Americas here. And it would be a lot easier to implement and be more effective since you could just pay for schools road and things to promote development instead of just handing money to individuals.
If you're going to start with reparations, there are indeed a great many countries that can start to make claims - in fact, iirc the community of Caribbean states has been clamouring for reparations for slavery for many years now.
Of course Western countries do pay for schools and roads and things, to some extent, but it's hard to argue that the 0,5% to 1% of GDP that Western countries spend on foreign aid, if that, constitute a sufficient compensation for the crimes of the past.
