how do you propose to "reform" emergency room visits exactly? the laws already state that you can't be denied care if you go to ER, do you think allowing certain special cases will make costs go down? more than likely it will result in more lawsuits when someone doesn't get the care they should have gotten because someone diagnosed them incorrectly, or just plain didn't want to deal with them. which leads to more lawsuits, which leads to higher costs.

no, the only real way to limit ER visits is to make it so people can afford to visit a regular doctor instead of going to ER for every little thing.

also, aren't you one of the "small government" conservatives on this board? if so, why would you propose a federally mandated sales tax? or am i mixing up your philosophy with someone else here?
