Businesses have been hoarding any profits and sitting on them until they see what happens in the economy. Giving massive tax breaks for adding new jobs will allow those companies to expand. If they don't, their competitors could put them out of business.

It's harsh, but it's exactly the sort of crap that corporate types would pull if they had the opportunity. Anyone with objections can whine and wither or fight to expand.
