What I don't understand is how people place all the blame for the entire government's actions on the president when it's Congress who, in the end, dictates what is passed onto the president to be signed. The president can influence that, but, in the end, it's still Congress behind the legislation. Like I said, I know the president is not blameless, but Congress most certainly is not either.
