Could have some funny results though - big companies with market saturation could move into different markets to take advantage of their size and the tax break. Intel cola? Bud headache tablets?
Of course the companies in those areas who don't qualify for the tax break and can't expand (Not always through lack of money - if you are already selling all you can make, you just lose money by making more that no one wants) would be undercut...
