*IF* we had only two scum to begin with, and were left with their roleblocker for instance, that player might have chosen to RB instead of NK, it's tactically sound in some cases, a lot like foregoing a NK can be. Not necessarily the best option but as I remind people, night actions have to do with what the actor thinks makes sense not with what does make sense, even if you have the info they have.
