I always thought the statement about there always being two Sith meant that "they come in pairs," not that there are ONLY ever two Sith in existence at any one time.
Fairly sure it's the latter, although judging by what Wikipedia and people in this thread say about some books, it wasn't always so. I wouldn't know, I've only seen the movies.
If it actually means the latter, that's pretty stupid and makes no sense.
