That's just the way it is in the Star Wars Universe. No baddies = balance to the force. That's how Vader fulfilled the prophecy. During the short period of time after he killed the Emperor and turn back to the light side, there was balance to the force i.e. no more dark practioners. Of course in the expanded universe ones start to pop back up almost immediately.
