You can be stubborn about it if you like (I know that's your specialty), but the description RJ gives includes the means of executing the nobility down to the velvet sack. In the The Great Hunt ch. 34, that same exact description is given for the Tower of Ravens.

Of course you might be right, but even Maria apparently RAFOed the question recently: "[Maria] RAFO'd me when I asked if the Towers of Midnight are dungeons." So, it isn't that clear, and I think it's not impossible that there are two such prisons in all of Seanchan.
However, since it seems you are in email contact with Maria, you could maybe ask her, if she thinks that RJ probably made a mistake in this answer and actually meant the Tower of Ravens?
