The a'dam affects things in Channelers other than the ability itself

Perrin, Slayer, etc. Why would an a'dam affect that any more than it would affect their non-existent channelling abilities?
Obviously the a'dam can ONLY affect a woman who can channel, but it has functions that affect her in ways that have nothing to do with channeling ... its her ability to channel that allows the a'dam to have these effects.
I believe the a'dam would cut off access to TAR for a channeler because it also restricts non-channeling dependent behaviors like how far she can move around with no one wearing a bracelet. Can't attack the bracelet wearer etc... these things are alternative functions of the a'dam that affect the wearer.
