According to http://www.stevenac.net/wot/wotchron.htm , Tuon arrives in Ebou Dar about 19 days after Semirhage is captured. Perhaps that has something to do with them not replying, if Rand's current story is happening before her arrival. I don't understand why Tuon would ignore him, since she needs to have him kneel to the Crystal Throne.

Onliest indication we have is that Rand has been on the move "these last few weeks" since Semi was captured. Given that a week is 10 days in Wot, I'd say anywhere from 20 to 30 days since Semi's capture.
