I don't think it was overlooked, because they obviously had the intel of where the male a'dam was.

If they knew where the male a'dam was, then it follows they knew the Ck would be there too. They didn't overlook it, they just realized it wasn't needed anymore if Semirhage suceeded. More perplexing, however, is where did they get this intel?
You use Need.
If the super-girls can do it, why wouldn't an extremely experienced Dreamwalker be able to use Need in Tel'aran'rhiod to find the location of the Domination Band?
It's unique enough to search for it in TAR (yes, I know there's a few copies, but that shouldn't be any problem). It easily as unique as the Bowl of Winds.
In TAR, the Band even feels different than it's suroundings, so an experienced Dreamwalker like Ishydin -who knows what he si looking for- could feel without actually touching the box that the Band was there.
As we can see in Egwenes PoV in TAR: (TSR, Chapter 11 - What Lies Hidden)

This would also better explain why the CK wasn't taken and the Domination Band was. Shaidar Haran did know the Domination band was there (through Moridins search), but had no clue the CK would be kept in the same place.
Makes the discussion about it moot.
