I would say that Lews Therin was flawed, and that Rand is manifesting these abilities because he's figured out what his role was. Remember, Lews Therin was an incarnation of the Dragon but he was not that first nor can we say he was among the greatest - he seemed like a deeply conflicted man from what memories we saw of him, and the indications from the BWB. Not evil or petty, but very human and very flawed.

Rand in this manifestation seems, as someone has pointed out, a demigod or a deity.
