Valda was the Lord Captain Commander of the Children! That is to say, he was the law, exactly the opposite of a "renegade." And to claim that a paramilitary gang answerable to no-one outside its own hierarchy does not rape and pillage beggars belief.
As for murder, we know that the Children, at the very least, assassinate Aes Sedai when they can. They hold mass executions of Darkfriends, such as the one demonstrated to Morgase, and even if being a Darkfriend by itself removes people from the protection of law we know that their standards for being a Darkfriend are none too high. They stir up mobs and hold people they dislike for torture, which is doubtless followed by execution.
Finally, as we plainly see, the Tower too practices torture, including torture of petty criminals to harass them into leaving town!
If the Tower didn't eat, would you starve yourself to death too?
At least the Children are acting in the name of the Light and the greater good, while the Tower serves nothing but itself.
